In cooperation with OFM, LEAP maintains historical expenditure and staffing data reconstructed for comparability over time. When material changes are made to agency structures--either at the direction of the Legislature or by request of the agency--state agencies are required to "recast" five biennia of historical data.

When the Public Health program in DSHS became the Department of Health agency, data were recast for historical comparability; when the Department of Fisheries and Department of Wildlife merged, data was reconstructed for a single Department of Fish and Wildlife agency. Similarly, when changes of a material nature are made to the state budget--for example, removing funds for Operating Tuition and Fees from the State General Fund and dedicating them to higher education institutions--data were recast.

The recast database provides a source of historical information comparable to current budget information.
