LEAP Documents provide details to implement legislative intent per language in appropriations bills.
LEAP assists in the development and maintenance of these documents and publishes them at the direction
of fiscal staffs.

K-12 LEAP Documents
The first LEAP Documents were developed in the late 1970s to implement the state funding formula for K-12
school districts. Since then, K-12 LEAP Documents have included salary schedule details, district-specific
salary allocations details, Special Education allocation details, and Complex Needs allocation details.

Capital LEAP/Other Documents
Capital LEAP Documents typically include details to apportion capital appropriations and details of lands transfers.
These details currently include: appropriations for projects for the Wildlife and Recreation Program; parcels in the Trust
Land Transfer Program; and appropriations for projects in the Aquatic Lands Enhancement Grant Program.

Transportation LEAP Documents
Transportation LEAP Documents include legislative approved funding for transportation improvement and preservation projects. This includes highway, ferry, rail,
and local road projects. These lists are referenced in Transportation budget bills and are created by the transportation fiscal committees.

Other LEAP Documents may include lists or schedules of expenditure items referenced in legislation. Examples include Cost of Living Increases, Employee Health Benefits, and Authorizations for Information Technology Projects.
